The consultation on the main modifications, changes to the policies map, and updated sustainability appraisal and habitat regulations reports ended on 6 December 2023. In due course, GMCA will forward copies of the representations to the Programme Officers along with a report listing all of the representations; a summary of the main issues raised; and the GMCA’s brief response to those main issues. Those documents will be published on the examination website. The Inspectors will then consider all of the representations, and the GMCA’s responses to them, before finalising their report.

In response to a query raised by a representor, the Inspectors replied to reiterate that they are not accepting any representations at the present time. The consultation on the main modifications started today; any representations are to be made to GMCA following the procedures set out on their website. Representations can only be made about the proposed main modifications, changes to the policies map, and updated sustainability appraisal and habitat regulations reports, not parts of the Plan that remain unmodified. If relevant in that context, representations could refer to HS2. IN39 sets out further information about what happens at the end of the consultation period.

Three Inspectors were appointed by the Secretary of State on 1 March 2022 to examine the Plan (see below). Their role is to consider whether the Plan complies with relevant legislation and is sound (positively prepared, justified, effective and consistent with national policy). In due course, the Inspectors are likely to publish some Preliminary Questions for the GMCA to respond to in order to help narrow down the focus of the examination. Following that, the Inspectors will publish the matters, issues and questions that they will invite written responses to by the GMCA and representors. Later in the examination the Inspectors will hold hearing sessions to discuss specific issues that they wish to hear more about. No written information should be submitted to the examination unless specifically requested by the Inspectors.
The Examination News section will be used to announce all significant events during the examination.

This amended PMM schedule is being published as PMM4.1
The Inspectors have also agreed to accept a composite version of the PfE, prepared by the GMCA on behalf of the nine districts. The composite plan contains all the proposed main modifications contained within PMM4.1. This composite plan is being published as GMCA12.2 and replaces GMCA12.1

Having considered GMCA89 to GMCA93 (the Statements of Common Ground prepared in response to AP134 and AP135 relating to peat on allocations JPA1.1 Heywood/Pilsworth; JPA28 North of Irlam Station; JPA29 Port Salford Extension; JPA30 Ashton Moss; and JPA33 New Carrington), the Inspectors have decided to hold a further hearing session on Wednesday 5 July 2023 (Thursday 6 July is a reserve sitting day). The purpose of that session will be to help the Inspectors decide whether each of those five allocations is justified and/or whether any further main modifications to the relevant policies are required to address issues relating to peat. An agenda for the hearing session will be published nearer the time.
As well as GMCA and Natural England, other signatories to the Statements of Common Ground, along with others who made representations relating to peat on one or more of the allocations, may participate at the hearing session. Any such person should notify the Programme Officers by midday on Wednesday 14 June 2023 if they do wish to participate.

The Inspectors have accepted a note from GMCA relating to allocation JPA14 Broadbent Moss. The note suggests a change to the detailed boundary of the retained Green Belt within the allocation. The total amount of Green Belt in the allocation would remain the same. Further to the discussion about viability of allocation JPA21 Crimble Mill at the hearing session on 14 February 2023, GMCA advise that there is a typing error in the table on page 97 of the Viability Assessment Stage 2 Site Allocations report [03.01.04]. The figure for the number of affordable homes should be zero (rather than 37.5), and that was factored into the calculations in the same way as other sites in Rochdale. The approach reflects the policy in the Rochdale local plan which calculates affordable housing based on a percentage of gross development value.

GMCA have today issued a report (OD5.3) which summarises the implications of the SRN report (OD5) on the allocations within the PfE Plan. SRN Report Implications for Allocations Viability
The Inspectors will have an initial discussion under Matter 11 on Wednesday 14 December about this updated viability evidence, that takes account of the costs of additional highways mitigation measures that may be required. And they are likely to issue some Supplementary Questions about the viability implications for the relevant allocations by Friday 23 December.

GMCA have advised that, since the publication of the HRA Addendum on 11 October [M9.1.1], they have continued to liaise with Natural England and Warrington Borough Council to address a number of detailed issues. A revised version of the HRA report will be published by Tuesday 22 November along with any proposed main modifications that GMCA consider are required in light of the HRA recommendations, and a statement of common ground signed by relevant parties. The HRA and any associated proposed main modifications will be discussed at the hearing session on the afternoon of Wednesday 30 November and, where relevant, in the sessions relating to the Plan’s allocations due to be held in January and February 2023.

Matter 17 – JPA7, Elton Reservoir – Please note that the deadline for statements on JPA7 has been extended to noon on Friday 28 October. The Inspectors have extended the deadline as they have accepted information which relates directly to questions that they have asked about the allocation in IN10.

The PfE written statement for matter 5 refers in paragraph 5.10 to a revised response to PQ47 (superseding the response in GMCA4.1 published on 27 May 2022). The revised response advises that, having given the matter further consideration, the PfE districts consider that the purposes of policies JP-Strat1 to JP-Strat11 is to provide (a) strategic justification for the site allocations in chapter 11 of the Plan and (b) strategic framework for local plans, but not to set out specific requirements to be taken forward in local plans or inform the preparation and determination of planning applications. The revised response to PQ47 has been published as GMCA4.1.1.
