If anyone who either wants to observe the Hearing Sessions or has a duly made representation that seeks to change the plan and wants to participate, but is not familiar with Teams technology and/or has poor wi-fi connectivity or phone signal, the Council can make provision at its offices for use of its IT resources. However, to ensure that sufficient provision is made for all to who want to avail of that facility and that there are no hold-ups in gaining physical access to the building due to security protocol, please let the Programme Officer know on or before noon on Wednesday 2 September 2026 if you want to do so and on what dates.
If you know of anyone who might be affected by IT accessibility or connectivity issues, it would be helpful if you would bring this notice to their attention.

In respect of the perceived tension between Policies S2 and H3, in its Report of Consultation: Appendix 12 – Volume 7 – New Housing (SD39), at pages 14 and 15, the Council explained why it considered that there was no need to change the wording of Policy H3 in response to those concerns. Is this a logical and reasonable explanation? If not, how precisely should the wording of Policy H3 be changed to address stated concerns?

RLDP Examination Hearing Sessions
The following independent Planning Inspectors have been appointed by Welsh Government to conduct an examination of the Monmouthshire Replacement Local Development Plan (RLDP):
The RLDP Examination hearing sessions are scheduled to take place on the following dates:
Each hearing session will start at 10am and conclude at approximately 5pm.
Please refer to the RLDP Examination website for the latest hearings programme including specific dates and hearing session topics, guidance and examination documents.
The hearing sessions will be held virtually via Microsoft Teams. All participants, including the Inspectors, the Programme Officer, Council officers, and other participants, will attend online. The hearing sessions will be open to observers in the same way as in-person events. For more information, please refer to the Inspectors’ Guidance Notes for Participants Inspectors’ Guidance Notes for Participants.
