Vicarage Field and surrounding land Compulsory Purchase Order

On 14 June 2021 the London Borough of Barking and Dagenham (the Council) made the London Borough of Barking and Dagenham (Vicarage Field and surrounding land) Compulsory Purchase Order 2021 (the Order) and submitted the Order to the then Secretary of State for Housing, Communities and Local Government (now the Secretary of State of Levelling Up, Housing and Communities) for confirmation on 13 July 2021.

The objection period ran from 18th June to 16th July 2021.  A total of 67 objections have been made and notice was given on 25 November 2021 that a public inquiry would be held into the objections. On 6 January 2022 the Council served the Statement of Case pursuant to Rule 7 of the Compulsory Purchase (Inquiries Procedure) Rules 2007.

The CPO Inquiry dates were:

• Wednesday 20 April 2022 – Friday 22 April 2022
• Tuesday 26 April 2022 – Friday 29 April 2022
• Wednesday 4 May 2022 – Friday 6 May 2022
• Tuesday 10 May 2022 – Friday 13 May 2022

The effect of the Order, if confirmed, will be to authorise the Council to compulsorily purchase land and rights described in the Order.

The Vicarage Field Shopping Centre and the surrounding area is being redeveloped to transform Barking Town Centre. Outline planning permission was granted in 2017 for a large mixed-use scheme following an extensive consultation which began in early 2016. The first reserved matters application to allow development to proceed was approved by the Council in December 2019. The proposed development involves demolition of the existing shopping centre and some of the surrounding buildings.

The scheme is being developed by Lagmar (Barking) Limited which is owned by PineBridge Investments. The Council and developer have worked together to ensure that the development can be delivered. This has included the developer seeking to acquire various property interests across the site through negotiation to enable the development to progress. As is usual in a scheme of this size, there remain a number of interests where it is expected that the Council’s compulsory purchase powers will be used to acquire the required property interests and as set out above the Council has now made the Order.
